I teach 3rd grade bilingual and eal with much of these issues. It's a struggle to try to catch up a child in their own language and then have them transfer it to their second language when at times they are limited in their own language and times would prefer to learn English rather than their own language. And yet because they have filled out the survey with a 2nd language they are put in biliteracy. I struggle to find a good way to make the decision of who would benefit from bilingual education and who would be better off in sheltered or immersion.
